Based in Kerikeri, Trine Kel Limited may be a relatively new company, but we have a strong foundation in engineering. Since 2020, our directors have worked together as part of a team of businesses delivering major projects across Northland. We understand that high-quality design is the foundation for long-lasting, well-engineered solutions. Trine Kel was born out of the need for practical engineering solutions and designs that help clients manage their projects effectively, reducing contract variations and cost overruns.

Blair Houlihan

Managing Director

Blair has significant experience as a senior procurement and business optimisation consultant across a variety of industries. He has a strong understanding of what is required to get things done, having started two successful businesses and with hands-on experience in senior operational roles that are all about delivery performance.

Having a strong background in procurement and project delivery, Blair is acutely aware of the importance of getting quality design and engineering support from the earliest outset of a project.

As a strong advocate for growing local capacity through the development of Northland business, Blair and his team have made significant contributions to the design and implementation of local and Māori business development initiatives that have received international recognition. In the delivery of these initiatives, it has become increasingly apparent that Northland and in particular the Far North has a significant shortfall of professional engineering design capability. A local solution to a local problem is the ultimate goal, hence Blair’s commitment to Trine Kel.

Kevin Hoskin

Director

Kevin is an experienced civil project manager, providing support to clients including Waka Kotahi, FNDC and WDC. His core skills range from managing a delivery team as Principal on large scale construction projects, to asset management, project scoping and pricing works. With a background in contract management on civil construction and maintenance contracts, Kevin talks the contractor’s language and builds effective relationships to get the best result for the project.
 
What sets Kevin apart is his management style; he identifies potential issues a project may face and directly manages them early to avoid impact on project delivery. His even temperament allows him to communicate effectively with all stakeholders and diffuse situations that may otherwise escalate. Kevin’s exceptional and inclusive people management skills ensure he has a cohesive team working towards the same outcomes.
 
Kevin knows that growing high quality engineering capability in Northland is important to the region’s growth and looks for opportunities for innovation and mentoring; he is particularly passionate about getting young people into the industry and providing training to set them up for a successful career.

Kelvin Kapp

Director/Chartered Professional Engineer

Kelvin Kapp is a Chartered Professional Engineer in the fields of water and civil engineering. Kelvin has 13 years of theoretical, practical, and management experience within the Civil Engineering and Local Government infrastructure service delivery environments.

With hands on design and construction monitoring experience with dams, asbestos disposal site capping, causeways, slip mitigation, subdivisions and a wide variety of 3 water design projects Kelvin has valuable practical understanding of the design and construction process to supplement his knowledge of the North’s infrastructure. With a suite of the latest software and a strong background in geotechnical requirements and modelling, Kelvin and his team are well placed to support local development.

Kelvin has a strong desire to see professional engineering capability grow in Northland and he views the responsibility to train and upskill his engineering team as a cornerstone of what being a Chartered Professional Engineer entails.

Kylie Elliott

Office Manager

The Office Manger role is at the heart of organisational efficiency and effectiveness. Kylie has extensive experience providing administrative, governance, finance and regulatory support to businesses across a wide range of sectors.

She has an understanding of the issues facing developing businesses in the regions having played an integral role in Northland-wide social procurement and community-based projects, as well as being at the core of business startups.

Kylie has also worked on major business optimisation projects in the Australian mining industry where she was an integral part of a high performing consulting team.

Matías Silveira

Senior Civil Engineer

With over 8 years of experience in high-level engineering positions, Matías’s expertise spans various fields, and he has held senior engineering roles in both the public and private sectors. With a particularly strong analytical skillset he is in his element solving complex water problems and has recently completed a Mike+ urban stormwater model for Kerikeri, one of the most advanced stormwater models constructed for Northland.

Matias has executed designs and preliminary designs for stormwater, wastewater, roading, and structures. This includes detailed plans, calculation reports, hydrological and hydraulic studies, quantity surveys, topographical surveys, and technical and legal documentation.

Liam He

Civil Engineer

Liam is a qualified civil engineer with proven New Zealand working experience in major infrastructure projects. He has experience in geotechnical site investigation, field testing, site management, land surveying and civil construction works.

Since joining Trine Kel, Liam has been fully immersed in Stormwater modelling across multiple software platforms, including TuFlow and River Analysis System (HEC-RAS). In particular he has modelled the wider Kawakawa catchment in support of flood resilience and rebuilding projects undertaken by FNDC and MBIE and provided flood modelling for NZTA roading flood mitigation. 

Aimee Page

Civil Engineer

Aimee has significant experience in the planning and delivery of major Far North Maritime projects.  Having experienced the delivery end of the design and consenting process, she has an excellent understanding of the requirements of the RMA and local regulatory requirements and has reviewed countless consent applications on behalf of Council.

Her technical experience includes stormwater, onsite wastewater, roading and earthworks design.  Preparation of engineering reports and 2D CAD site plans to support proposed subdivisions and resource consent approvals

Her development engineering experience in stormwater and wastewater design is in the process of being supplemented with advanced hydraulic modelling capabilities.

Frank Moses

Project Manager

Frank is our dedicated Project Manager. He has worked across the district on a number of community focused projects with a wide range of stakeholders and delivery complications. He has strong interpersonal skills and a well-structured approach to project management.

Frank has undertaken extensive training, including certifications such as the Certified Associate in Project Management, Prince2 Foundations, Prince2 Practitioner, and Prince2 Agile Practitioner.

After 14 years in the Royal New Zealand Navy, Frank has returned back to the Far North bringing with him his navy experience and skills leading and managing teams, overseeing budgets, and ensuring quality control.
